Joyce Ann Mullins of East Prairie, Missouri passed away May 1st, 2026.  She was born July 2, 1950, in Chicago, Illinois to the late William (Bill) E. Tosh and Ruth B. (Edmundson) Tosh. She lived there until 1977 when she moved to Wyatt, Missouri. In 1978 she married Don W. Mullins, and they lived in Wyatt, Missouri until 1984.

They had several businesses together over the years. In 1982 they opened Prime Time Pizza in East Prairie and moved there in 1984. She is survived of the home by her husband, Don W. Mullins. She is also survived by her daughters and one son-in-law, Dawn and Richard Kelly, and Julie Woods, all of East Prairie; and one brother, John Tosh of Trimble, Tennessee. Also surviving are three grandchildren, Christa Guzman of East Prairie, Bradley Kelly of Springfield Missouri, and Levi Mullins of Metropolis, Illinois; and 4 great grandchildren.

She was preceded in death by her son, Don J. Mullins of East Prairie, Missouri, who passed away in 2018; and two sisters, Linda Venezia of Fort Myers, Florida, and Carolyn Jean Orr of Soddy Daisy, Tennessee, who passed away in 2025.
